Using a Black to White gradient, use the Gradient Tool to draw a gradient on the Layer Mask. Next, use the Layers pallet to add a layer mask to Layer 1. More often than not, the sky will begin to lose detail, but ignore that for now. Using Levels, or Curves, or a combination thereof, lighten Layer 1 so that the foreground is properly exposed.
